Hi, I'm David

David Plotts was elected to the Wicomico County Board of Education in 2022, representing District 4 (now District 7), and was chosen by the Board to serve as Vice Chairman in 2024. He’s proud to serve the community where he grew up and is passionate about making a difference in local education.

Professionally, David is the Vice President of Finance and Administration at the Community Foundation of the Eastern Shore, where he’s been helping guide financial strategy and operations since 2008. Before that, he worked with a regional firm specializing in architecture, engineering, and surveying.

A lifelong Wicomico County resident, David graduated from James M. Bennett High School in 2001. He went on to earn his bachelor’s degree in Information Systems Management from Salisbury University and later completed a master’s in Management with a focus on Finance from the University of Maryland University College. He’s committed to lifelong learning, holding a graduate certificate in Nonprofit Financial Management and the SHRM-CP certification in human resources management.

David’s dedication to community goes well beyond his day job. He’s a member of the Rotary Club of Salisbury and spent nearly a decade chairing the City of Salisbury’s Parks and Recreation Committee. He has also been a member of several local initiatives, including the Wicomico County Charter Review Committee, the City of Salisbury Environmental Policy Task Force, and the Board of Education’s Parent Advisory Committee.

A 2017 graduate of Shore Leadership, David stays connected to his professional roots through memberships in the Institute of Management Accountants and the Society for Human Resource Management. He’s also served as a Notary Public since 2006, appointed by multiple governors over the years.

Family is at the heart of everything David does. He and his wife Ashlee are raising their four children in Wicomico County, where the kids attend public schools and Ashlee serves as a substitute teacher. They’re active members of Asbury United Methodist Church, where David volunteers as Assistant Treasurer and Finance Committee member.

One of David’s most meaningful commitments is mentoring high school students through the Asbury Service Project, a ministry of Asbury United Methodist Church that partners with the Appalachia Service Project (ASP). During the year Asbury youth and adults perform home repair to local residents. Then, each summer, David joins youth and adult volunteers on mission trips to underserved communities in Central Appalachia, where they work together to make homes safer, warmer, and drier for families in need. Most recently, he traveled with the group to Kentucky, helping lead construction efforts while guiding students through hands-on learning, teamwork, and service. For David, it’s more than just building homes, it’s about building character, compassion, and lifelong values in the next generation.

On the Board of Education, David serves on the Audit Committee, the School Health Council, and as an alternate on the School Building Commission. He also contributes at the state level through the Maryland Association of Boards of Education’s Budget Committee.
